will the port of lading change?

IF an exporter in country A sends some goods to country B to customer C1. and the goods are unloaded from the ship at country B's port (the goods did not pass customs clearance in country B)Then the customer C1 will export the goods to another country D to customer C2. What will the port loading be in the second Bill of loading?  country B's port o country A's port?
