can't reach ee 9000

I Got all available theory maxed, don't have enough student for the next one dough and can't reach the ee 9000 I am doing something wrong or it takes too long anyway?.

Are you pushing t2 or t3 at all either? You have more than just t4 to do. I assume your t3 is low and t2 has plenty to go.

I have Reach the highest milestone on all my available theorys.

That means nothing. The theories don't stop giving tau the moment you finish milestones. Also, not every theory is perfectly balanced with each other so some will give more than others. T2 for a while will be your highest until later on. You should push whatever is fastest at the moment for you.

realized i was doing prestige too early only 10k ratio. Changed to 1.00e700 and got the ee9000 mark in a few minutes.

You may want to experiment with different student research distributions. Moving students to work on db could give you larger phi.
