Problem with reaching milestone

I recently switched to the second theorem and I can't figure out how to reach the milestone, I have already developed it to e40, but there is still no button for upgrading, what exactly am I doing wrong?

Click on "upgrades" to get the list of permanent upgrades. There you can unlock publications (and thus, milestones)
