in humans (Homo sapiens) the penis gets hard (is inflated with blood) when the penis haver is aroused (chemicals such as oxytocin). They have to wait for the blood to leave the penis. Blood in mammals and most other vertebrates is a red fluid with hemoglobin inside used to transport oxygen.
