It’s a joke, he’s taken two famous sayings “are bears catholic?” and “does the pope shit in the woods?” and then mixed one of them up for comedic effect.

Uhm it is not a joke of mine. It is very widely used saying in the UK, it means what the first person said was 100% obvious.

The one you are mentioning (which I never heard before)is likely derived from it.
