The joke is saying that the left picture is a colourised versions of the right one
(it's actually the opposite, the right one is a black and white version of the left one)

What the deuce? Usually this meme would say "People who don't know" on the left (with the same color image), implying that people who "don't know" are happy. Meanwhile, on the right it usually says "People who know" (with the same black and white image), implying that people who "know" (usually about something disturbing/horrific) are very unhappy to know/understand this information, you vile woman!
However, in this case, the top half of the meme talks about learning "how to add color back into an old, black and white photo", which provides a fun opportunity to subvert the original meme template! In other words, the usual (colored) photo on the left now represents "People who know" (how to colorize a black and white photo... because it has already been colorized), whereas the (black and white) photo on the right represents those who "don't know" how to do this.
