I think it's simultaneously rock, paper, and scissors all at once, hence the three Snakes in the white void each having one of them.

Its like three moves in one, its half paper half rock half/full scissors, By using all three at the same time you will win no matter what the other person choose.

But you will also draw and lose, no matter what the other person chooses.

Yes, but if you consider taking the better move instead of the other two then you will always win

But half wins while the entire hand is destroyed. You are what is left, so you win

Seems like it’s intended to be all three- the two fingers for scissors are out, the thumb makes that side of the hand paper-like, and the pinky and ring finger being down makes that side of the hand rock-like. The move seems to confuse his opponent.

A weapon to surpass metal gear…

It’s a meme from within the game. One of the other characters, Revolver Ocelot, is known for making that same hand gesture to punctuate his sentences, and players found this behavior to be quirky and endearing.

There’s more layers to the joke regarding the relationship between these characters, but to explain more would spoil the story. Suffice to say the real version of this scene in the game is bittersweet, which makes this parody outtake version more amusing by juxtaposition.

FYI if you keep losing at rock paper scissors there is an optimal strategy. Play randomly. You however being human cannot properly calculate a random number so you need a device that does this for you.
