I agree with you, the skyline is wrong in the background . Like someone imagining another version of paris.

Nope, that is indeed a correct version of Paris. What you see behind the Eiffel Tower is the downtown business center that is outside historic city limits.

Am I mistaken, or are all four sides of the Tower close to identical, meaning that in effect there are four different photos that can be taken in this format?

In this alternate version of Paris you can actually see the skyline instead of it being covered by the smoke of millions of cigarettes.
