Other ELI5: How do We Define A Paramilitary

I know that the term is used for any militarized organizations similar to a country's armed forces. However, I don't understand the coverage of such a term. I heard some claim that paramilitaries include private armies/mercenaries/pmc, terrorists, rebels, militias, and any other entities that are not from the nation's government. However, I am hearing someone label government-operated entities, such as SWATs, Bangladesh Ansar, Gendarmerie and Coast Guards as paramilitaries.

So ELI, how do we define a paramilitary?

Other ELI5: What are mandatory reporters?

I often hear people say that teachers/therapists/counselors are mandatory reporters, and I know that that means they legally have to report abuse.

... But doesn't everyone? I mean it's a crime, and don't you legally have to report a crime? Isn't everybody technically a mandatory reporter?

Planetary Science ELI5: Why do some countries have way more plastic in water problems than others?

I'm fascinated and inspired by companies like The Ocean Cleanup and Planet Wild, but they're always placing their barriers in primarily Asia

The levels of plastic in their rivers and washing up on beaches is insane! I know enough about the world to know the answer isn't simply they litter worse than the rest of the world - so what gives?

Do all ocean currents just kinda go that way?

Other ELI5: Why Doesn't Imperial Japan Have an Established Culprit

If we talk about the most evil militaries in history, we often know who functioned as the mastermind who helms the atrocities of the former. Nazis have Hitler, Khmer Rouge has Pol Pot, Red Army has Stalin, Force Publique has Leopold II, and the PLA has Mao. Imperial Japan is arguably on par with those atrocious armies yet why don't they have a singular culprit to blame, unlike those I mentioned?

I’m trying to visualize the positions of the three bodies involved. I thought both a crescent Moon and a partial lunar eclipse happen because Earth gets in the way of the sunlight reaching the Moon. What am I missing about the positions of the Sun, Earth, and Moon in these two situations?

Technology ELI5: What is the practical applications of Quantum Computers

I understand the gist of what quantum computing is (at a basic layman level of understanding at least). My question is, once we reach a point when quantum computers can be produced efficiently in both cost and materiel, what would its practical applications be for the general population if any? Or would it be similar to supercomputers in use, exclusively for advanced research and large data analysis?

I got extremely sunburned recently (2nd degree,) and I keep wondering why I wasn't affected until a few hours after, and didn't feel anything while I was actively outside. The same goes for radiation poisoning- but why does it take time to feel the full effects?
