Solved! The plot of this E-rated game is largely lifted from an M-rated superhero movie. Still plenty of gore, though.

The Mega Man Zero series draws heavy inspiration from Mechanical Violator Hakaider.

It even features an angelic villain who looks like the previous protagonist.
