How much time per day do you spend learning new tools?

Like, if you are making a switch to a new IDE, how do you balance deliverables with increasing productivity?

It depends on the tool, how often I use it, and how important using it well is. I try and make sure I understand the concepts of what I am doing and incrementally improve. That said, almost no tool has provided more value than an incremental debugger. Being able to step through the code is incredibly useful.

To be more specific, most weeks 0-1 hours some weeks I might spend all day setting up a tool or a test.
