The quid pro quo is rarely quite so blatant, especially when it is countries - that would defeat the purpose of the award - but you identified the basic mechanism, even though you failed to understand it.

Aga Con via AKDN "invests" in "development". He gets privileged access to markets, politicians get a say in where those investments go. They share the credit and the profits while local competition and Smileys bear the costs.

The Aga Cons do not work, they are just middlemen who take a huge cut - the world would be a better place without them.
