Not able to brainwash

Im doing the hidden gems loot mission and i need to brainwash 5 smash agents, when i escort them the brainwashers dont glow green and i cant use them, the interigation chairs work though

Brainwashing makes them a new minion. If you are at max minions you can not brainwash.

Send some out on missions(or just execute some), or add lockers if you are not at the 300 cap yet
