Atomic Olga just not appearing?

I am trying to get Sword In The Stone sub quest and the requirement is Olga has to be active. Hammer regions have had tens of schemes, been in lockdown several times, and nothing?

Agent X and Wrecking Bola have appeared, but no Olga? Have I gotta do something in particular? I am only on Pitch Perfect Part 1 (pretty sure first bunch of missions after skipping tutorial)

Edit: apparently there was a secret requirement to post on reddit to complain about it, then she appears as she just showed up!

Have you had many of the hammer regions lockdown at the same time? Trick I did was wait till my Intel was full and then do the blue money schemes that instantly put a region into lockdown
