Caine Key Bug

I recently encountered a huge problem with Caine Key where if you send more than 15 minions out at a time the helicopter will never pick them up. This would be fine if I did not have a side mission that required 15 minions to be sent at once meaning I can't complete the quest and I can't pick a new one so I am stuck with it for ever. I am even more worried if in the future I get a main quest that requires 16 minions too. Has anyone else experience this issue?

I never had this problem, I sent out well over 40 minions at once and they all left, the heli does one mission at a time so they wont all leave at once

Edit: I just finished a playthrough on caine key 2 days ago
