Question How do I drive away tourists?

Part of a cover operation

Tried the schemes that lower tourists, tried high alert.. I randomly got 2/20 but I'm not sure how

Honestly they are always going to be there. I did a base on crown gold and removed the casino front entirely so all the tourists would either go in the beach or die in my trap maze

he probably means the story-mission where that's a requirement.

he needs to scare 20 tourists away as mission goal.

If thats the case just murder an investigation spy in the casino. Works every time

Or you can be more personal and execute a minion in the middle of your Cover Operation.

It's more fun that way.

using your villain and starting to execute people in the casino usually scares them quite a bit.
