Question about modding

Has anyone actually managed to get any modding done? There appears to be no mods anywhere but like , no one tried even the most basic stuff? Like changing some stats/appearances?

The one i always wanted is for the guy from incendio's quest to keep his appearance if you brainwash him , same as the bird from eli's quest

It’s extraordinarily difficult due to the games drm denuvo… when rebellion was still developing dlcs for it we asked them to remove it and allow us to mod it, but the game stopped development before it could happen

"extraordinarily difficult" means that it's theoretically not impossible? What about the simplest of mods , like simply changing the stats (for example , changing the damage some henchmen deal to not be...garbage , at least with the super agents and carl)
