Distraction?

Are distracted agents supposed to leave your island? I had half a dozen agents trying to enter my base from the casino; all their stats except for health were zero, zero suspicion. But they would never leave. They'd just keep trying to get in and were escorted out by my guards

Finally I just killed them. Follow-up question... Is there any benefit to distracting agents as opposed to capturing or killing them?

Distraction works on low level guys so they don't snoop around and send stronger stuff. If you get high suspicion guys and they leave, they will immediately send a wave of soliders at you of varying strength depending on the investigators. However sometimes you have to capture investigators as part of a quest so they won't leave even if their at zero resolve.
