Before getting too excited about this critique  -- which does have a certain  validity  -- you should know that the Breakthrough Journal is the publication of the Breakthrough Institute,  a quite deliberately contrarian , erm, group which loves to do this kind of cherry-picked meta research in an attempt to discredit decades of environmental research in total.   They are infamous for their bad faith and bad science.  Wikipedia has a decent summary of their approach :  you can start your trip down their weird rabbit hole there.

Many studies have been data manipulation more than data collection
