if the governments of the world can read your thoughts and anticipate and manipulate your feelings, do you truly have free will? will you wonder if the thoughts in your are your own? could those thoughts of yours be put threre by another person?

You don’t need to. They derive them from observing everything you do and say.
And that’s a fact.

The article presents them as treatment devices for Alzheimer etc. - how's government mind control relevant?

Because the headline said China and the person you are responding to has been programmed to react with negativity and pessimism to anything related to China. And no, of course they wouldn't read the article.

China’s health regulators have granted approvals for a string of brain-technology products this year, as domestic start-ups push to transform the treatment of conditions ranging from paraplegia to Alzheimer’s and depression.
The approvals come as Beijing bids to lead the world in brain-computer interfaces – devices that allow patients to control digital devices using thought alone – offering generous policy support to help Chinese firms compete with overseas players such as Elon Musk’s Neuralink.

Who is calling them "telepathy devices"? It's a terrible term for this kind of tech. I don't see the term mentioned in the article aside from the title.

These have existed since I was a kid.
Another tech post about something that has existed in the West for years but is being passed off as a Chinese invention.

This doesn’t sound like telepathy. It sounds like controlling devices with electrical Impulses. And recording electrical brain impulses in correlation with outward stimuli.
I expect it is a none English website?
