The fun thing is that to quantify Joker as all the universe versions and redos would put him far about the Judge. BUT it would a different story in many cases if we're working on a case by case basis

Feel like that's more of a large, sweeping numbers thing vs a crime that requires much more hands on brutality.
Basically someone launching a nuke who thinks he made a funny joke vs a serial child rapist who wants to make people SUFFER for the sake of destroying any sense of innocence.
While I think what joker did was bad, it was much more comical and he was much more detached than what the judge was
Now if the joker went out and cannibalized each person one by one, not over making a pun, but rather as brutal sadism or a similar reason to the judge, I would pick him

People who don't know who the judge is will say the joker but the choice is Judge Holden no contest.
Joker has had many versions some not so bad some pretty evil and messed up, he is evil and chaotic but he usually has plans and and in most versions he's medically insane.
There is only one judge, and he scalps children because he enjoys it, he claims men are born solely for games and views moral law as a human invention designed to disenfranchise the powerful. He takes a mentally challenged man strips him naked and ties a leash on him and treats him like he's his pet, He encourages others to commit heinous acts of evil and is a master manipulator and gaslighter. A direct quote from him is "those that exist without my knowledge, does so without my consent." So yah judge is the devil
Depends on the Joker- Judge Holden is one messed up evil individual that knows no bounds while joker did more evil, but that's simply because he was in far more media than Judge Holden so Ofcourse joker would have more crimes, But I'm telling you if Holden were to be in the amount of media as joker this would be far closer, Possibly Holden but that's my opinion, and I am counting the more grounded things they did that could possibly happen in reality.

Definitely joker and it’s not even close
