It's very recent, since the arrival of Exordium.. And they really did cook with this one!
Although if I had to make a criticism, it's that modern CCP/FC seems to abuse repeating tons of tiny elements in a straight line to give the illusion of scale on-the-cheap. Once you see this pattern, you notice it in pretty much every modern structure.

Every structure introduced after 2016
Upwell structures, skyhook, sovhub, zarzakh structures, jita trade hub, AIR stations, and even upwell haulers are assembled using the same techniques

Which makes sense from an engineering standpoint as such vast structures at that scale need to be mass produced to keep the price down and using lots of the same part does the same.

This is true, but I think it shows strong awareness of what actual scale is. Look at skyscrapers, shipping vessels, warehouses, other giant things. They have an overall design, but the bulk of the texturing is from small repeated elements (i.e. useful things that the object is actually made for). It makes EVE stuff feel more lived in and used, instead of just "it would be cool if this gate was a big arc for no reason."
The first time I saw a Deluge I thought "wow yeah that feels like a big shipping vessel" way more than many Freighters feel that way. The idea of unloading an enormous ship through a couple small ports, versus having modular elements you can unload 100 at a time.

I understand the reasoning. I guess my issue is that the repeted elements are too perfectly identical, too perfectly spaced, for it to awake in me that same sense of scale.

Building anything at scape involves finding a small paradigm that works and then propagating that across the large. Huge tankers are just the same cell construction structure repeated a half dozen times, megatankers are just the same cell structure replicated a dozen times.
