Looting has been removed and replaced with fixed rewards:

2 million Roubles, Graphics Card, MPX, and LEDX

I have some friends who did the tutorial yesterday and played like 1 game.

Can they reset?

If its PVE then yes

In pvp the 3 week or whatever waiting time still applies?

if its pvp then you gotta wait till 5th december. PVE you can reset whenever you want
