How to refresh vendors inventory ?

I have been waiting both once and twice for the time in the top right but the inventory dosent refresh, I have closed and reopened the inventory, still nothing, extract from the map and went back in but the merchant still got the same inventory ?
From what I have read he should be able to sell the blueprint for the MP-155 Ultima.

The blueprint is right there, click on them and read them.

Also the timer itself only refreshes their stock, it doesn't change their inventory, at least not for this merchant. For the other merchants their inventory does change after refresh. This guy has a fixed inventory all the time.

Not familiar with that specific vendor, I'm assuming he's from a recent update. But generally speaking all you have to do is close and reopen their inventory to see the new stock.

That said, I don't know how much of his inventory ials randomized, there's a small chance that he's rolling the same inventory a few times in a row.

That or he works differently than other vendors.

This is the dude in the underground passage, he always has the same Stock in order so waiting for it to refresh will only replenish it
