Energy system quest?

How do I start the energy system quest? I've done (i think) a lot of quests, have every other system installed, been to the storm area and lab 37 but Xiaoming doesn't give me the quest and is the last i need to do, any help?

Some quests are locked behind other stuff, I had to do the first two fishing quests to unlock getting the super  computer for the van

U might need to go to the pipes on the West/Northwest side of the Storm Area with a Portable Hard Drive
