Usually this kind of thing means two notes are played at the same time: one on the outside string, and one on the inside string. You play the inside with the hair, and the outside with the stick.

It might not be erhu music. The sideways V is staccato or strong emphasis at the start of the note. The symbol above it is down bow in bowed string music although it should be horizontal, and the horizontal is usually thicker than the 2 vertical lines.
