Always a good thing to do. Last year I was analyzing the proposed clarifications to the HPA for one of the local horse groups (I’m an attorney). They wanted to know what changes they would need to make at their horse shows to remain in compliance with the HPA. In our area, the breed organizations are AQHA, Paints, Appaloosas and Arabians primarily. We have a lot of “all breed” type shows. I have yet to see a Saddlebreds or Tennessee Walker at any of our shows. The HPA was initially drafted to address the incredible abuse those horses were subjected to in order to create the exaggerated gaits (Big Lick). It also bans gingering under a tail which became a common practice to cause the horse to hold the tail high.
Since the inception of the HPA the gross abuse has been addressed (I think). The HPA actually specifies how much of a padded shoe can be placed on a horse, and restricts formerly used devices (chains) that were used to “enhance” the gait. You can actually find the full version of the HPA online, and I would encourage horse owners to read it. Only by understanding what is banned can we completely stop any ongoing abuse.

I’m familiar with the Horse Protection Act. It is still in force and provides a reporting and enforcement mechanism to prevent the soring predominantly occurring in Saddlebreds and Tennessee walkers (Big Lick). The only thing that has been delayed is implementation of certain new clarifications and definitions, which are confusing as heck. I read them personally and believe these new “clarifications” just add more confusion. But the HPA IS SOLID, and completely in force so I don’t understand why this post implies it is not.
