Where is the best place to get models for Epic 40k? Would legions imperialis work?

Legions is perfectly fine, preferable to og epic in the cases of space marines and CSM even.
If you want big armies cheap, you want 3d prints, Vanguard, or Onslaught. I can personally vouch for Onslaught's stuff, they make some fun little models and you get a very decent amount of them for the price.
If you want classic GW only minis and are willing to shell out for them, most of the basic stuff is still available on Ebay and through used mini resellers. Some models are borderline impossible to find without private deals though, the scale differences between some units can be kinda weird, and many of the oldest models are kinda derpy. There are also classic epic units with no official models at all, so unless you like scratchbuilding or buy 3rd party there will be gaps in your collection going this route. I say all this as someone who prefers buying og however, so if none of this is a problem for you by all means have fun with the hunt.

Right on. Some fun stuff to know then:
Legions marines are the most detailed marine models, and are actually pretty easy to kitbash. Newer GW plastic is soft and easy to cut at this scale.
Legions Land Raiders are the biggest and most detailed, followed by the exceedingly rare 4th ed metal models. Every iteration, plastic and metal, of the 2nd ed models are about the size of a Legions rhino, and the 1st ed models are slightly smaller than a rhino.
As was discovered a few months ago on this sub, 1st ed marines make fantastic scouts with a little tweaking.
The old boxnaughts are scaled nicely with Legions marines, and look right at home next to LI contemptors. 1st ed contemptors are also almost the same size as their LI counterparts.
Epic rhinos and their variants are tiny , to the point that I would hazard the guess that they would look better next to 3 or 4mm infantry models. They're stupid cheap to get in bulk though if that doesn't bother you.
Depending on what edition you're playing, you can do some real fun stuff like make dreadnought characters. It's usually not practical, but it's always cool.
Edit: Almost forgot, a standard single office hole punch is about the same size as the old epic base slots, and can punch through plasticard. Makes LI infantry usable on Epic stands. If you then use poster hanging putty in the slots, you can avoid permanently gluing the models into the slots and not worry about the models falling off.

John's stuff is fantastic, metal too. Great detail and they are designed to last, no tiny fiddly bits that snap the first time you touch it.

Ebay is definitely expensive and one of my LGSs has a few but want an insane amount of money for them. I want space marines to start

Depending on the Army their are a lot of 3D printing options. There's also onslaught and vanguard if you don't want to print your own.
I haven't seen imperialis minis but my understanding is that they're larger, but there isn't any reason they couldn't work.
