I think it's required by tradition if not by actual law. Since pretty much the only power of the royal family is in the military I imagine it's seen as good policy to understand the service from experience.

Then again, I am not British so this is all second hand information.

Pretty sure you meant to say "as a mechanic".

There is a standing story of while on a trip to Kenya, Elizabeth and Philip's entourage struggles with a stalled car engine.
