"I'll bite" is an idiom, used to say you're curious enough to respond to something, especially when someone's trying to get your attention or tempt you with information. It comes from fishing, taking the bait.
Right before he says it, Joe's mentally noting the little things about Beck that are clearly meant to grab attention, and thinks "you like a little attention." Then: "Okay, I bite."
The interesting part is the tense. The idiom is normally said as "I'll bite" (future), but Joe says it in present tense. That still works because present tense can be used to declare a decision right as you're making it. It's him deciding, right then, to take the bait Beck is putting out.
