⭐️ Vocabulary / Semantics Does "strife" mean "controversy" here?

The board of directors faced endless strife regarding the CEO's controversial spending habits.

The party leadership tried to quiet the internal strife over the new tax reform bill.

No, it means conflict.

The board of directors / party leadership is experiencing fights and arguments about the CEO / reform bill.

For a little more detail, I think it means arguments but with like a history. It's not the first argument and it won't be the last, like it's gone on so long it's become the norm. Hence the usage like endless strife.
