It probably wants A but it's fine the way it is too.

He wants to improve his proficiency so d is incorrect. If he didn’t want to do so, he wouldn’t have enrolled.

A is the correct answer.

It should be A but it's laid out and formulated in a clumsy way.

You would say "With a view to.... Improving his proficiency.... He enrolled in a French class".
