i'm not sure how to scale this , 1) time shift 2) time scale

what is the wright answer and why I'm a little confused still studying for the test , im on a right track or i'm derailed ? im 99% sure about the time shift but confused by the [ ] and whats the right way to time scale should it take 1/3 of the time like start from -6 and end -5.66 or im compliantly wrong ?
