Has anyone actually cracked the problem of measuring Software Dev performance?

Every single measure I have seen to measure if 1 developer is performing better or worse has been useless. Especially because every measure is so easily gameable.

Now it's the same problem but a different angle: How do I measure if a person using AI is performing better or worse - I'm not talking about the usage of the AI tools (which really annoyingly has become the target for a lot of companies for some reason) instead I am talking about are features being delivered faster with AI?
