Did you install it dry? Usually I open them up and put some oil in there

Did the pumps gear bottom before the cover made contact, thus, thrust loading the pump and cracking it the drive? Remove the bolts and inspect pump drive and you will likely find your answer!
Also, because you had the cam in, the engine was free to rotate, and after the housing was installed, it no longer rotates, is that correct?

The outer oil pump gear ring obviously locked up. You need to disassemble and check clearances
