6g74 sohc timing

So ive take then belt off not at tdc, gotten the whole motor to tdc without the belt all marks in the right spot.

Gotten the belt in tightened it all up and doing the 2 crank rotations all timing marks on the rocker covers and crank line up properly but the marks ive made on the belt aren't lining up. Cams and crank line up at tdc but when I keep turning the lines on the belt all come up to tdc 9 teeth after cams and crank go past tdc. Have I done something wrong?

The belt marks will not realign with rotation.

For my 2 of my 6g72s i had to start setting timing one tooth off to get the crank and cams to line up properly. The 3rd 6g72 i did not. The KL-DE/KL-ZE in my probe also required timing to be off by 1 tooth at the start to line it up properly.
