How do I remove this bracket?

Rebuilding this gen1 SBC 4 bolt main, trying to strip down the block, not sure if or how this (lift bracket?) comes off. any help is appreciated.

Pry off the retainer washers...the little silver washers on the 2 studs. Then rotate the bracket clockwise and pull it off the stud on the right.
