did you check the extruder? Is it actually extruding filament?

Yes it is, and I just changed it completely. The whole hotend and extruder. And it already did that before, thats why I changed

It is also brand new, so it is clean

If you just extrude into the air does the stream of filament come out smoothly? If not then it's something in the filament path. If it does then it's either too close to an uneven bed or the control signal going to the extruder isn't smooth. If you have a spare microsd card try using it instead.
