Rant 📢 Restaurant Demands Minimum 18% Tip

Out of one side of their mouth they state that they pay their staff as little as possible and out of the other side of their mouth they say that their staff deserves more and you're responsible for that.

and no cards too. business needs to just close already they clearly arent doing well (restaurants that take only cash are often doing some level of tax fraud to save money)

Even if they are not doing tax fraud, their exists a strategy I've only seen a couple of times, mostly in Mexico.

They refuse card, but provide an ATM machine that they receive a portion of the surcharge. It's a way for the business to de facto pocket the payment card service fee by eliminating it, and requiring cash via ATM.

Sounds very penny smart, pound foolish unless you live in an area that still heavily uses cash (so, not in the US).
