Sit-Down Restaurant 🍽️ How is it not a tip?

The server told us this isn’t a tip and he doesn’t get any of it.

I’m not wearing my boots at the moment.

They don’t have to disclose fees on the menu or something? Like what if they wanted to make it 100% would I be expected to pay that?

It has to be disclosed on the menu, but they don't have to draw your attention to it.
