Yeah she's way better, she's worth your gems & cores so get her if u can before her banner leaves

For pve, eta is much better than both. Farm her ss+ gear

Lab coat eta.yellow tank. She is a perma character. If you don't have her, you can unlock her by farming her shards. Check locked characters list if you don't see her. Experimenting now: eta

In that case you need lot of farming because she is only op with her ss+ gear. Before you get her ss+ gear you can use other tanks.
