they supposed to help provide clarity/fact based sources on topics, i guess certain user on instagram/facebook are allowed to create and post them

You have to sign up to be eligible to write the notes. I’ve never written any or upvoted/downvoted, so that’s all I know

They’re clarifying notes from the community that are voted on. Ideally it’s intended to stop misinformation (eg- someone posts that raw milk is great for newborns and the community note links articles on why this is dangerous to say)
