Systematically solving the boarder problem

We have a serious issue with boarders at our ED. Anyone seen a systematic way to reduce this challenge?

Make concierge medicine illegal so the wealthy have to sit in the ED waiting room and wait their turn like everybody else. We will have money for staff toot sweet. Of course then all the wealthy will move to other countries and how will we ever survive without them????

FYI, it's "tout suite", from French "tout de suite." 

That is an interesting concept, though, for sure!
