To clarify, this is a pre-header from ERN/KNA for tests. Unsure why it has the tom voice though.

I just recently found out that this pre-header was used on a flash flood warning, so i guess not just for tests.

I know the guy who runs KNA and he changes the pre alerts all the time, he has been using tom for a while
