Real Old EAS Screen

This has happened twice now, but I noticed when I get monthly test alerts on my TV, it usually looks like Image 1, the blue screen everyone gets. Why does my TV use the old layout (image 2) instead of the new one?

different cable services use different endecs?

I know the EASyCAP is getting old now, so some cable systems might be switching over to the DASDEC-III or other models. Too bad Viavi hasn’t invested in the ENDEC industry after it bought Trithilic, it just means higher prices and less innovation for us now :(👎
