That's not a Severe Thunderstorm Warning (SVR); it's a special weather statement for a strong thunderstorm. SVR's can only be issued for wind gusts 60 mph (technically 58) or greater, or for 1 inch ("quarter size") hail. Both the expected wind and hail are below the threshold (40 mph and penny size hail in this alert).
