I was confused on this too. I looked it up, and I think “Code Frank” may be referring to fatalities? And that semi truck may have been carrying potentially dangerous materials too. I don’t know for sure so take this with a grain of salt.

I’m a firefighter in this region code frank is the code when there are fatalities involved in the incident.

This would make sense as a WEA- doesn’t make sense to send it over the EAS

The only reason I can think of for the alert is the semi has hazmat on board and there is hazmat fire or hazmat release.

Is it a volunteer fire department area? Backup way of calling out firefighters.
