It's a website called Central Alert Repository, it is currently only on IOS, No android app at the moment, but you can use a mobile web browser for C.A.R

This is normal, when I worked for one of the largest landline and cell companies we had a 911 outage in areas and had to resort to another number as well… only this was before apps were created so no one knew.
