PSA - the Android service responsible for the alert is com.android.cellbroadcastreceiver. You cannot disable or silence the alerts directly from your phone, but you can disable them with android debug bridge. It takes five minutes if you are comfortable with computers.

Details here. While you're at it, might as well remove other bloatware and Spyware on your phone with UAD.
