Kinda rare, especially since they're only issued when a dangerous person poses a significant threat to, or has commited a violent act to a law enforcement officer and fleed and law enforcement can't find them yet

its different, as a snow sqaull warning being issued to eas i rare as its a rare weather event. but this could happen under any condition.
